SUPPLY CHAIN TRANSFORMATION
The Cheniere Supply Chain Management (SCM) organization’s mission is to provide focus on maximizing enterprise value in all assigned categories through a clear understanding of Cheniere’s role within the supply chain.  We work to provide optimal sourcing and category strategies, contract management, materials management and logistics while pursuing our goal to reduce supply chain risk and costs.  We will maintain a deep understanding of supply markets and business drivers while ensuring security of supply by optimizing the supply, demand, fulfilment, and services business processes.  The organization will deliver sustainable breakthrough levels of value to the Cheniere’s businesses by utilizing our scale and capabilities, leveraging the enterprise spend and securing distinctive supply relationships.  We will fully engage resources, skills and technology appropriately in a systemic approach to deliver maximum velocity and value solutions while ensuring business ownership, integration and alignment and a focus on total cost of ownership.
 
POSITION OVERVIEW
The Site Supply Chain Manager is a key member of the SCM and Site Management teams with responsibility to manage all interfaces with Site personnel while providing SCM expertise.  This includes but is not limited to building awareness of all Site plans and demand, awareness of all category management and materials management initiatives, contracts formation and execution, logistics, sourcing and supplier compliance.  The primary responsibility will be to work directly with Site Leadership, act as the Ambassador / Client Relationship Manager, support the execution of SCM strategies, which includes the set up and execution of assurance processes including investigations and resolution of all SCM issues and / or problems that arise. The Manager reports directly to the Vice President, Supply Chain Management, with a dotted line to the Site Senior Manager Operations, and is accountable to support the management and implementation of all aspects of SCM at Site.  The key objective for the position are to communicate effectively and ensure security of supply of all required materials and services needed for construction, operation and maintenance of LNG Terminal Operations.
 
KNOWLEDGE
In-depth knowledge of all aspects of SCM as required for optimal client service levels needed for the construction, maintenance and operation of LNG terminals.  Extensive experience with category management, materials management, supplier compliance, sourcing, logistics and contract formation and management.  Familiar with a variety of the field's concepts, practices, and procedures.  Relies on experience and judgment to plan and accomplish goal.
 
RESPONSIBILITIES AND ESSENTIAL DUTIES:
  • Develop constructive, cooperative and highly beneficial working relationships with all key Stakeholders at Site.
  • Develop key performance indicators to measure the effectiveness of SCM service levels to Site.
  • Support development and implementation, and communicate any necessary corrections to all issues that arise out of supply chain management.  Document those corrections and circulate to stakeholders.  Follow-up to ensure the corrections are made.
  • Support the development and implementation of SCM policies and procedures at the assets.
  • Participate in the development and assessment of supplier development strategies in order to promote supply advantage.
  • Work closely with Project Teams to ensure project deliverables are met, and effectively interface with legal, accounting and risk management as well as vendors and contractors externally.
  • Facilitates the identification, mitigation development and implementation, and monitoring of all supply chain risks and mitigation plans.
  • Proactively communicates with key stakeholders to ensure effective SCM support to the business.
  • Actively contributes to the transformation of SCM.
  • Removes roadblocks to enable the delivery of the SCM and site agenda.
  • Proactively operates and shares learning’s across Cheniere businesses to the wider benefit of Cheniere.
  • Builds external relationships with cross industry peers including access to supply chain thought leaders to deliver continual thought leading challenge and subsequent benefit to Cheniere.
  • Establishes a balanced set of measures, including those of service level, to ensure that materials and services of the right quality are in place at the right time.
  • Communicates and manages to clear objectives in support of the wider business agenda.
  • Exhibits behaviors that demonstrate inclusiveness and integration across the wider SCM and Site organization.
  • Supports the development and management of the entire Site Foreign Trade Zone (FTZ)  ensuring governmental compliance and facilitates coordination between internal and external entities.
 
QUALIFICATIONS (EDUCATION, EXPERIENCE, SKILLS AND REQUIREMENTS)
  • Education and Certifications:  Bachelor’s degree in Supply Chain Management, business or other relevant technical discipline.   
  • Experience: At least ten (10) years’ experience in accepted supply chain principles and processes, preferably with a background in the process, pipeline, LNG or oil and gas operations industry.  Must have experience in developing and maintaining materials management processes.
  • Requirement: Must pass the US Background check for FTZ

WORK CONDITIONS
  • Job is performed at Sabine Pass LNG Terminal, Cameron, LA.
  • Occasionally, work may be performed at home after normal work hours or on weekends.
  • Required to travel as business conditions dictate.
  • Subject to drug and alcohol testing, per applicable federal regulations.
