POSITION OVERVIEW

The Technical Services Mechanical Engineer is an integral member of the team who will support design, operations and maintenance of pipelines, compressor stations, meter stations, liquid export terminals, truck loading, pump stations, hydrocarbon processing.  

 

Responsibilities will include providing technical support to projects including review of designs, review of specifications, recommending selections of appropriate material and equipment, assisting with construction oversight, and assisting with commissioning and start-up for proposed and approved projects.  The Technical Services Mechanical Engineer will also develop and administer maintenance programs for pipeline and terminal assets including rotating equipment, and will assist with predictive and preventative maintenance and troubleshooting of rotating equipment.  The Technical Services Engineer will work in various roles to ensure that the pipeline system is operated in compliance with 49 CFR Parts 192 and 195, regulations and will assist in day to day operational planning for gas and liquid transportation along pipeline systems utilizing tools and models.

 

KNOWLEDGE

General knowledge of pipeline and compressor operations, meter stations, liquid export terminals, pumps and pump stations, hydrocarbon processing.

Familiar with:

  • DOT Title 49 Part 192 – Transportation of Natural and Other Gas by Pipeline
  • DOT Title 49 Part 195 - Transportation Of Hazardous Liquids By Pipeline
  • Texas Railroad Commission regulations
  • EPA 40 CFR Part 68 - Chemical Accident Prevention Provisions
  • OSHA Title 29 CFR 1910.119 - Process Safety Management Of Highly Hazardous Chemicals

 

Familiar with other API (6D,5L,1169) as minimum for pipeline, API(610,616,617,618) for pumps and compressors, ASME (31.8), NFPA, and DOT codes and standards is a plus.Familiar with rotating equipment, gas turbines, various valves, actuators, filter seperators, and air compressors..

Familiar with maintenance management principles including predicitive and preventive maintenance.

Knowledge of project management principles.

 

RESPONSIBILITIES AND ESSENTIAL DUTIES

  • Review and make recommendations to designs of gas transportation facilities, and transportation facilities, and hydrocarbon processing facilities.
  • Design and deploy maintenance programs for rotating equipment at the above listed facilities including specifying maintenance practices, procedures, test equipment, and frequencies.
  • Assist with operations and maintenance of facilities and provide support to ensure that facilities operate in compliance with regulations.
  • Manage small capital projects.
  • Assist operations with optimization and troubleshooting of equipment, and perform root cause analysis on equipment.
  • Provide training in areas of expertise to operations and maintenance personnel to ensure that facilities are correctly operated and maintained.

 

QUALIFICATIONS (EDUCATION, EXPERIENCE AND SKILLS)

  • Education and Certifications:  A Bachelor’s Degree in­­ Mechanical Engineering is required. 
  • Experience:  Minimum of 10 years of pipeline and terminal operations industry experience.
  • Skills:
    • Detail oriented and effective time management and organizational skills.  Able to manage schedules and produce results with minimal supervision.
    • Exceptional written, verbal and interpersonal communication skills.  Capable of managing engineering firm, contracted inspectors, and construction contractor on mechanical engineering aspects of projects.
    • Able to analyze complex compliance issues from multiple viewpoints and recommend solutions.
    • Organized and able to manage multiple activities and programs timely and with a high degree of accuracy. 
    • An acute sensitivity to safety issues.
    • Highly proficient with computers and productivity software including Microsoft Office Suite (Outlook, Word, Excel, Access, Project and PowerPoint).

WORK CONDITIONS

  • Job is performed both in a typical office environment and at field locations including pipeline facilities, terminal facilities, compression and metering facilities.
  • Job is subject to time pressures and constraints, and is also dependent on input from others.
  • While performing the duties of this job, the employee is often required to stand, walk, sit, climb stairs, work at height above ground on stairs and catwalks, balance, stoop, kneel, crouch, talk or hear, smell, type and write. 
  • Must be able to climb to the top of operations platforms, scale vertical steel ladder up to forty feet or more in height, and lift and move objects weighting up to 30 pounds.
  • While performing the duties of this job, the employee will work indoors and outdoors, and exposed to year around weather conditions, ocean environment, noise, and occasionally process gases and vapors.
  • While performing the duties of this job, the employee may be required periodically to wear personal protective equipment such as fire retardant clothing, protective footwear, hearing protection, a hard hat, and safety glasses.
  • Specific vision abilities required include close vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • Periodic travel to support field operations and to performing other duties including overnight trips is required.
  • Working extended hours including weekends may be required periodically.
  • Subject to drug and alcohol testing, per applicable federal and state regulations.
